???I am now convinced that the Department of Job & Family Services needs a complete audit. I have met a woman that is a foster mom of 3 children. One of these children she has had for over 3 years and her and her husband are in the process of adopting this child. They have been waiting over a year for the paper work to be drawn up for this adoption to be completed and since the Department of Job & Family Services does not have anyone that is schooled in creating the adoption paperwork and the prosecuting attorney won't draw up these papers, we have been paying $88/day for this family to "foster" this child when they could have already had the adoption done and this money would not have been needed to be expended.
In addition, one of the other 2 children she fosters is returning home very soon after having been out of the home for over a year. Keep in mind that the mom and dad who had this child and his 2 sisters removed have not had these children except a 2 hour supervised visit once a week. Does this seem right to you? Shouldn't this have been a situation where the parents were eased back into parenting such as an overnight stay a couple of times, then a weekend visit a few times followed by a week for a few times prior to putting this child back with these parents full time? This just seems to me like the DOJFS is just setting these parents up to fail. No wonder we have so many problems!!!!

This explains quite possibly why they keep coming back to the Commissioners for more money. The last request I believe hearing was an additional $500,000. I can't remember how many kids are in their custody - I thought it was over 50. $88.00 times 365 days equals $32,120.00 Just getting 16 of them off the roles is more than the 1/2 million additional they asked for. Also I agree that breaking them back into the picture gradually is the order of the day. Kinda makes you think that by setting the parents up to fail is job security and keeping the stimulus money coming. This is not what I thought they were to do. I guess adoption papers are not high on the priority list because it is not high profile or add to the conviction rate.

Are the Job and Family Services records, "public records" or are they protected by the Privacy Laws? Can someone find this out so that if they are public record someone might be able to check out why they continue to ignore adoption....could a good attorney draw up the adoption papers and get it done now?? Seems like paying out that kind of money when funds are so low, doesn't make any sense, but then who ever accused the people in charge or the commissioners for having common sense? Bet some of us people who have to balance a household budget could give them some lessons, don't you think?? $88 per day for one child??

Guest, as far as I know, because the records deal with minors, these records are not public record. With respect to a private attorney doing the documents, it would make sense to me that with the amount of money it would save by paying a private attorney to draw up the papers since our prosecuting attorney won't, it would seem the county would still save money by doing it this way. Why should these children be in the system this much longer? As far as the foster parent hiring the attorney, it is my understanding that even after Job and Family Services draws up the paperwork, the foster parent has to be represented by their own attorney so that attorney would not be able to draw up the papers for Job and Family Services and represent the foster parents, that would be considered conflict of interest.

If you have read the articles on the Commissioners and the contracts they are signing, you will notice that on June 25, 2009 they signed a contract between Job & Family Services and Tri County Educational Service Center for the Literacy Program in the amount of $215,000. In Satuday's Times-Gazette you will notice on page A6 that the Public Library and Kroc Center are both holding literacy classes. Why then did our County Government just give away $215,000 for a literacy program that is already under way with two other services (Public Library & Kroc Center)?
